Council commissioned Barker Ryan Stewart (BRS) to undertake an independent, evidence-based assessment of this option (option 3) alongside the previously developed options.

BRS’s assessment considered:

• traffic efficiency and intersection performance,
• road user safety (using Austroads Safe System principles),
• pedestrian and cyclist risk,
• heavy vehicle movements,
• parking functionality and practicality,
• constructability, cost and delivery risk, and
• consistency with the approved adjacent residential development.
• The assessment was undertaken in accordance with:
• TfNSW Guide to Transport Impact Assessment (2024), and
• Austroads Safe System Assessment Framework.

While Option 3 is a solution, it performs significantly worse that the other option in terms of road safety, pedestrian risk, constructability and delivery risk.

Based on this investigation MidCoast Council Councillors have voted to not include option 3 in the materials publicly exhibited.

The round-a-bout is the responsibility of the developer and their development application has already been approved as it is the safest option with the best traffic flow arrangement. The developer is responsible for applying for any modifications to their existing DA.

There are currently 48 parking spaces , 38 in the Village Car Park and behind shops and 10 on Boomerang Drive.

• Option 1 provides 36 car spaces and 4 motorbike bays.
• Option 2 provides 32 car spaces and 4 motorbike bays.

As part of the Blueys Estate roundabout works, 10 spaces will be removed. However, the developer will build a new 23-space car park plus 3 roadside spaces (26 total), resulting in more parking overall than currently available.

Yes. All Development Applications are placed on public exhibition in line with Councils Community Engagement Strategy and legislative requirements.

No changes are proposed to the existing buildings in the village except for improvements to the Council owned amenities including footpaths, roads and gardens.

Speed limits are set by Transport for NSW (TfNSW). Traffic calming measures will be put in place including pedestrian refuge points and the round-a-bout.

Traffic calming achieved by this design would make this area eligible for a 40km/hr high activity zone. This could possibly go as low as 30km/hr if approved by TfNSW.

There is no set timeline as funding will need to be secured. The concept plan will help Council source funding. Improvements will likely be delivered in stages. The roundabout intersection will be completed as part on the Bluys Beach Estate works.
