Overview
Plans for the retrofitting of Gloucester Recreation Centre with a grandstand structure include approximately 300 seats, new steps and handrails and an accessible seating area.
The project was proposed by Gloucester Rugby League Football Club, and is supported by the Gloucester District Sports Committee (comprising of clubs: soccer, triathlon, hockey, netball, gymnastics, rugby league, rugby union, cricket, croquet, swimming, bowling, basketball, tennis, rifle and pistol, Little Athletics, Australian Stock Horse Association, pony, and archery). In addition this project is supported by Gloucester and Barrington High Schools, Country Rugby League NSW and Church on the Hill.
Status
Works are now complete on the retrofitting of the Gloucester Recreation Centre with a grandstand.
The new structure includes seating for approximately 300 people, new steps, handrails and an accessible seating area.
Gloucester Rugby League Football Club along with event organisers and the general community will benefit from use of the project.
PROJECT BACKGROUND
In 2022 MidCoast Council went to tender to construct the total project based on the DA concept design, including:
- Architectural design elements to comply with DDA and Australian standards to suit a Class 9B building,
- Steel shop drawings,
- Concrete plinth seating drawings,
- Engineering modification,
- Plus the largest phase, the construction.
This process resulted in awarding the contract to A J Grant for the price of $476,000 (the next complying prices were significantly higher).
A J Grant initiated a termination of the contract and Council went back to market. This process uncovered that A J Grant had under quoted the project in some elements.
As a result, Council had to go back out to market in late 2023 / 2024 with a reduced scope to try and fit as much work as possible into the available budget. Through that process compliant pricing came back in the range of $500,000 - $715,000.
