Overview
The strategy aims to ensure public toilets in parks are designed to be safe, clean, space-efficient, environmentally sustainable, accessible and built to last.
A detailed action plan identifies the current condition of each facility and a recommendation for the future of each facility to ensure we continue to meet the needs of the community.
The projects in the strategy will be largely funded by future grants with a percentage of proposals funded by MidCoast Council’s capital works budget. Management and maintenance costs are provided by MidCoast Council

How your input shaped the strategy
Exhibition period
The draft plan was on public exhibition for community feedback from 28 August to October 2024, where we received 89 formal submissions.
The feedback received from the community was considered and some changes were made to the draft document.
The plan was then adopted by the elected Council at the 26 February 2025 Ordinary Meeting.
Community feedback
Feedback from submissions requested new toilet facilities and reported issues with existing facilities.
15 submissions were made concerning the need for a new public toilet near the boat ramp at Nerong.
Other submissions were made concerning the location of the public toilet in Billabong Park Gloucester, the instillation of unisex toilets, the need for more wheelchair accessible toilets across the region, and requests for public toilets near beaches.
Changes made based on your feedback
Based on the feedback received, the following actions have been updated and can be viewed in the attached Council report:
- More obvious signage indicating the existing toilet facility at Redbill Park to be installed at the Nerong boat ramp
- Billabong toilet will be upgraded including accessible toilets and consideration of a new site nearer the future play and skate facilities with more parking and accessibility
- Krambach public toilets condition has been changed from ‘no structural issues’ to ‘minor structural issues’
- A small toilet facility is to be provided in the car park at Crowdy Back Beach
- A new public toilet has been added to service the future playspace and half court in Wallabi Park
- Diamond Beach toilets in the RFS building have been added to the plan. A long-term action to investigate a new public toilet at Diamond Beach has been included
- The toilets at the Black Head Village shopping centre will be investigated for an upgrade
- The Forster Main Beach amenities replacement has been changed from a medium term to a short term priority
- The new facility at Bickford Park in Tuncurry has been changed from a medium to a short term priority
- When the toilets at South Boomerang are upgraded, alternative sites will be considered
FAQs
No, this plan only covers public toilets located on Councils public open spaces, parks and reserves. It does not include toilets in commercial businesses, government entities, MidCoast Council managed facilities including libraries, Council chambers, CWA facilities, sporting facilities, pools or Council managed toilets that are not in parks and reserves.
Requests have been made by the community for the placement of “bins for blokes” in our public toilets to help provide for men with incontinence. Community members can request Council to install male bins in specific facilities. Council will provide them in the requested facility and place a sticker on the toilet door with the bin. The projects in the strategy will be largely funded by future grants with a percentage of proposals funded by capital works. Management and maintenance costs are provided by MidCoast Council.
Yes. island toilets are also included in this plan. These facilities are not located in our parks but are on community land managed by us. These facilities are used by people undertaking boating activities.
